C4 HDI Turbo Oil Flow

I have recently purchased a C4 1.6 HDI and just before I bought it the previous owner had had the oil feed and pickup pipe replaced. At the time I did not think anything about this but after reading all of the horror stories I decided to investigate further and found that there is some play in the turbo bearings and some light scoring on the casing round the compressor.

I am considering replacing the turbo with a reconditioned unit before it fails and have been reading all the recommendations on replacing or cleaning half of the engine components to prevent further failure.

Rather than do all of this it makes more sense to me to check the oil flow on the return feed from the turbo to see if there is actually a flow problem before forking out all of this money. Does anyone with more technical knowledge than me have any input on whether this is a suitable test? From what I have read in the Citroen repair manual this is one of the final steps when replacing a Turbo on these engines to ensure they do not fail prematurely again.
